Is the percentage of infants that are immunized against measles a regional issue?

Clearly, my issue is a regional issue. In 2000, the 15 hotspots were all around Central Africa, with the exception of 2 outliers. In 2011, the 15 hotspots were still mostly in Central Africa, with 5 outliers. Further, this suggests, that the percentage of infants immunised against measles is still a regional issue. This correlates with the infant mortality rate, since many infants die of measles because they aren’t immunised against it. Not surprisingly, the hotspots of infant mortality are around the same area, so Central Africa, as the hotspots of infants immunised against measles. Indeed, this shows, that the infant mortality, is a regional issue as well. The 15 hotspots for both indicators, are many of the same countries, this proves that the infant immunisation against measles is really important and that it is clearly a regional issue.
